摘　　要：通过跟踪调查,发现并细分长沙市郊集体经营性建设用地隐形市场的基本形态,从制度法律、市场发育、监管执法等维度探寻其形成机理,提出"疏堵并举,以疏为主;分层分类,放存控增;民主决策,公众参与"的管控策略。Through the investigation,the author finds and subdivides the basic form of the invisible market of collective commercial construction land in Changsha suburb.From the system of law,market development,regulatory law enforcement and other dimensions to explore its formation mechanism,the paper proposes control strategy"sparseing and blocking simultaneously,giving priority to drainage;using the method of hierarchical classification,relaxing the stock and controlling the increment;involving the public participating and making democratic decision."
