政府主导型投资效率的实证分析

摘　　要：为了不断提高政府主导型投资效率,运用数据包络分析方法对政府主导型投资效率进行实证分析,从总体效率评价、规模收益、投资效率结构以及非数据包络分析有效单元投影等几个方面进行分析,分析结果表明我国部分省市自治区政府主导型投资总体效率不高;投资效率的分布西部较高、中部次之,东部较低.从总体规模收益和地区规模收益两个方面对有关省市各年度的规模收益进行分析,解析其规模收益状态变化的深层次原因,提出改善政府主导型投资效率的专业建议.An empirical analysis is made of the government directed investment efficiency by DEA method from the following aspects:the overall efficiency evaluation,returns to scale,structure of the investment efficiency and non DEA efficient unit projection.The results show that the overall efficiency of the government directed investment in some cities,provinces and autonomous regions in China is not high,slightly high in the western region followed by the central region and relatively low in the eastern region.The paper analyzes the annual overall and regional returns to scale of the relevant provinces and cities and explores the deep reasons for the changes in returns to scale.Finally professional advice on improving the efficiency of the government directed investment is presented.
