深化中国-东盟合作:从“利益共同体”到“命运共同体”的路径探析

摘　　要：利益是国家行为的根本动机和最终归属。当交往各方的利益相互依赖达到一定程度时,就可以说形成了某种形式的"利益共同体"。然而,仅凭这种利益依赖关系并不足以确保合作动力的持久和相互关系的稳定。如果不能适时地增进战略互信与共识,并以有效的机制加以保证,那么不断加深的相互依赖有可能引发一些国家对依附风险的担忧,甚至采取第三方制衡的对冲战略。面对当前中国-东盟合作中的问题和挑战,建立基于深度利益交融和战略互信的命运共同体是深化中国-东盟合作的根本途径。这不仅有助于进一步增进相互利益,更有助于为地区持久和平与普遍繁荣奠定牢固的基础。Interest has been the fundamental motive and the ultimate goal for countries.When related countries have become mutually independent in the interests to a certain degree,they may probably form a kind of“community with shared interests”.However,such interest-based link alone is inadequate to ensure sustainable motivation for cooperation and to maintain stable relations among them.Furthermore,if the strategic mutual trust and consensus fails to be timely established and consolidated on the basis of effective mechanisms,such deepened interdependence may even trigger anxiety and suspicion for some countries,which may become cautious about the over-dependence on other members of the community,and consequently turn to a hedging strategy by resorting to the third parties for counterbalance.Therefore,in view of the problems and challenges in the current China-ASEAN cooperation,it is fundamental to deepen China-ASEAN cooperation by forming a community with common destiny based on the in-depth integration of interests and strategic mutual trust.Such an approach will not only contribute to the further boosting of the common interests of the two sides,but will also better facilitate the efforts to lay a solid foundation for the lasting peace and universal prosperity in the region.
