网络直播+政务的发生机制、问题及其对策——基于参与式治理的视角

摘　　要：[目的/意义]网络直播是人类传播样态一次新的、革命性的变革,是内容生产领域信息维度不断演进叠加的产物。网络直播与政务的联姻,给互联网+政务开拓了新的想象空间。研究网络直播+政务,对我国政务服务的创新具有重大意义。[方法/过程]通过梳理网络直播+政务的研究缘起,探讨网络直播+政务的内涵界定,用参与式治理的视角,探讨了网络直播+政务推动公民参与社会治理的发生机制,分析了网络直播+政务在推动公民参与社会治理存在的几个问题。[结果/结论]研究最后提出促进网络直播+政务推动公民参与社会治理的对策,从而使政务部门更好地把握网络直播+政务的内涵、特性与发展,让网络直播+政务的媒体属性和工具属性得到全面的绽放与舒展,以期为我国以直播方式的网络理政、公共治理提供有价值的参考,打造互联网高能社会高速公路上的"政务名牌车"。[Purpose/Significance]Webcast is a new and revolutionary change in the pattern of human communication.It is the product of the evolution of information in the field of content production.The combination of webcast and government has opened up a new imagination space for the Internet and government affairs.Research webcast+government is of great significance to the innovation of our government service.[Method/Process]This article combs the webcast+government research origin,explores the connotation of network live+government,with the perspective of participatory governance,discusses the webcast+government to promote the participation of citizens in the mechanism of social governance,and analyzes some problems in the promotion of citizen participation in social governance.[Result/Conclusion]In the end,the paper puts forward the countermeasures to promote the social governance of citizen participation in webcasting and government affairs,so that the government departments can better grasp the webcast plus government affairs connotation,characteristics and development,and the webcast plus government affairs media attributes and tool properties have a comprehensive bloom and stretch,with a view to provide a valuable reference to our way of live network management,public governance on Internet and to create a"government brand car"in the high-energy social highway.
