安徽省淮河干流“一河一策”实践与探索

摘　　要：淮河因其特殊的地理位置、复杂的河流特性以及突出的水资源、水污染、水生态问题,实施"一河一策"受到安徽省委、省政府高度重视。系统分析了淮河干流管理与保护存在的突出问题,按照"问题导向、干支统筹、行业统筹、区域统筹"的总体要求,明确河长制管护范围,设置监测断面与控制指标,确定重点管护措施。Considering the special geological position and complicated river regimes of the Huaihe River,as well as problems with water resources,pollution and ecosystem,Anhui provincial government has attached great importance to the approach of“one river,one solution”.Systematic analysis has been made on the challenges faced by mainstream protection.Specific measures are worked out,such as defining the management scope of river chief system,monitoring sections and control indicators as well as effective operation and maintenance,in accordance with the general principles of“problem-oriented,integration of mainstream and tributaries,coordination of various industries and regional collaboration”.
