摘　　要："互联网+"和"三农"的不断融合,使农村电商成为农村经济发展的新动能。而内外因素制约着农村电商发展,影响因素的作用方向和大小是政府推动农村电商发展必须解决的问题。本文针对新疆农村电商发展影响因素首先进行定性的SWOT分析,再根据定性分析结果进行AHP模型的因素影响程度的定量分析。研究表明:新疆农村电商发展的主要影响因素外有物流运输、政府政策支持等,内有电商人才、产品开发销售等,其中以交通物流、电商人才、产品品牌影响最为显著。本文认为推动新疆农村电商发展应从农村电商主体和外部发展环境两方面着手,着力解决当前对新疆农村电商影响最大的物流、电商人才、产品开发等问题,统筹其他影响因素管理。With the ongoing convergence of"Internet+"with“agriculture,rural areas and farmers”,the rural e-commerce is becoming a new driving force for rural economic development.However,the rural e-commerce is restricted by internal and external factors,so the influence,direction and scale of the influence are the problems that must be solved when local government promotes the development of the rural e-commerce.This paper firstly qualitatively analyzes the influence factors by SWOT,and then,based on the results,quantitatively analyzes the influence level of the AH model.As it shows that:the major external factors are logistic transportation and government policy support system,and the internal onesinclude e-ecommerce talents,and products development and sales,etc.,of which,logistic transportation,e-ecommerce talents and product brands are most significant.The paper suggests that:both the e-commerce subject and external environment shall be focused to promote Xinjiang rural e-commerce development,the major problems such as logistic,e-commerce talents and product development,etc.shall be improved greatly and other factors shall be managed and coordinated.
