“一村一警务助理”制度优化路径探索——以山东省为例

摘　　要：2017年以来,"一村一警务助理"制度在山东省全面推广实行。作为社区警务的创新,此项制度对于缓解基层警力不足,提升基层社会治理能力,预防犯罪发生,改善警民关系有着至关重要的作用。但是,制度的初建存在着诸多问题,如警务助理人才选拔不足、发展前景不明朗、职业认同感不足、配套制度不够健全、信息安全保密存在漏洞、福利待遇偏低等。为了解决上述问题,应当从优化福利、晋升及人员配备,设立科学配套制度,研创贴近实际的工作平台,强化培训,提高人员素质,加强制度推广和社区宣传等方面入手,全面优化"一村一警务助理"制度。Since 2017,the system of“one police assistant for one village”has been fully implemented in Shandong Province as an innovation of community policing,This system plays a crucial role in alleviating the shortage of grassroots police force,improving grassroots social governance ability,preventing crimes and improving the relationship between the police and the people,However,there are many problems in the initial establishment of the system:the shortage of talent selection for police assistant,the uncertain developing prospect,the lack of professional identity,the inadequate supporting system,the loopholes in information security and the low benefits,In order to solve the above problems,we should set up a scientific supporting system in optimizing the welfare,promotion and selection of personnel,create practical working platform,strengthen training,improve personnel quality and strengthen system promotion and community publicity to fully optimize the system of“one police assistant for one village”,
