海河流域河湖健康评估探索与展望

摘　　要：河湖健康评估是河湖管理的重要手段,通过评估可以指导协调河湖开发利用与有效保护间的关系,有利于促进水生态系统健康发展。为河湖"定期体检"是流域机构履行"河流代言人"职责的重要体现。2010年起,海河流域先后选择滦河、白洋淀、漳河、岳城水库、于桥水库、永定河等重要河湖开展了健康评估试点工作。通过试点,探索了适宜海河流域的河湖健康评估技术体系。新形势下,如何利用河湖健康评估支撑河长制的落实,指导流域开展水生态修复,调动社会各界维护河湖健康的主动性,是今后需要进一步研究的问题。The health assessment of rivers and lakes provides new means for river and lake management.It can guide and coordinate the relationship between the exploitation and effective protection of rivers and lakes,and is conducive to promoting the healthy development of the water ecosystem.野Periodic physical examination冶for rivers and lakes is an important manifestation of the responsibility of river basin agencies to fulfill野river spokesmen冶.Since 2010,the Haihe River Basin has chosen Baiyangdian,Zhang River,Luan River,Yuecheng Reservoir,Yuqiao Reservoir,Yongding River and other important rivers and lakes to carry out the pilot work of health assessment.Through the experiments,the river and lake health assessment system suitable for Haihe River Basin was explored.In the new situation,how to use the river and lake health assessment to support the implementation of the river chief system,to guide the restoration of river basin water ecology,and to mobilize the initiative of all sectors of society to maintain the health of rivers and lakes should be researched subsequently.
