摘  要:《北京市公共建筑能效提升行动计划(2016—2018)》要求在2018年底前北京市需完成不少于600万平方米的公共建筑节能绿色化改造工作,为指导该工作的开展,北京市住房和城乡建设委员会组织了北京市公共建筑节能绿色化改造技术指南的编制研究工作。介绍该编制研究工作的方法和过程,基于北京市节能绿色化改造工作现状,结合国内外节能绿色化改造技术措施调研,归纳我国节能绿色化改造技术发展经验与教训,提出符合北京市特点的节能绿色化改造技术指南编制思路,并给出指南中推荐的技术概况。The public buildings in Beijing has consumed about one third of the energy used in buildings all over the city,more than 10%of the total social energy consumption,and the proportion is still increasing due to the rapid development of the city.It was reported that by the end of 2015,there remained more than a half of the public buildings in Beijing which were non-energy-saving building.In order to save energy,the government proposed the“Action Plan for Energy-Efficiency Improvement of Public Buildings in Beijing(2016-2018)”in 2016 which requested that more than six million square meters of public buildings in Beijing should complete the energy-saving and green retrofit by the end of 2018.To promote this plan,the Beijing Municipal Commission of Housing and Urban-Rural Development presided over a project of compiling a technical guide for energy-saving and green retrofit of public buildings in Beijing.Methods and processes of the compiling are introduced.As the public buildings in China and abroad vary greatly in type,size,energy source,and occupant pattern in different climate zones and even cities with different economic levels,identification of suitable technical measures for energy-saving and green retrofit for a specific region is difficult.Therefore,based on the surveys on the current situation of building energy-saving and green retrofit in Beijing,and the comparison among the state-of-the-art technical measures for the retrofitted home and abroad,the study extracted three main challenges in the compiling,namely,climate differences between the north and the south of China,a diversity of types of public buildings in China,and the complicated multi-level energy-saving and green retrofit techniques.Through a series of discussions among researches,experts and stakeholders,the team summarized the experiences and lessons in the development of technical measures for energy-saving and green retrofit,and proposed the train of thought for the technical guide compiling,including clearly defining the boundary for the
