摘  要:非户籍人口在城市落户的住房问题是新型城镇化发展的难点。从居住用地供给侧改革的视角,将保障性住房建设资金来源、普通商品住房价格稳定、高档商品住房内需激发以及不同收入人群的住房问题同时纳入解决非户籍人口在城市落户住房问题的基本框架,提出淡化总量控制,优化保障性住房土地供给,取消对高档商品住房用地供给的限制。高收入人群住房需求得到满足的同时,税收可用于建设保障性住房以满足低收入人群需求。资本和透支性需求从普通商品房市场撤出,也有利于建立住房市场稳定的长效机制。The development of China’s new-type urbanization is confronted with the housing problem of non-registered population in the urban area.To optimize the housing supply system,China must reinforce a residential land supply reform integrating the affordable housing for low-incomes,the high-quality housing for high-incomes and sufficient common housing for middle-incomes.Meanwhile,we should form the basic framework of housing demand as the guide,and achieve the balance of human and land.We should put forward the strategy to dilute the total amount control,optimize the supply of affordable housing land,and abolish the land supply restriction of villa.High-incomes’need to be met,and new source of revenue can be used to build affordable housing to meet the needs of low-incomes,the outflow of funds and the crowd to help ordinary commercial housing price keep stable.
