摘 要:自国务院提出"逐步把我国建设成为海洋强国"的战略目标以来,我国海洋建设成效显著。本文首先根据系统理论对海洋强国建设系统的范围、系统要素之间的联系及系统与外部环境的联系进行了分析;其次,结合熵理论分析了海洋强国建设系统的熵,构建了系统的熵指标体系及数学模型,并根据海洋强国系统熵的变化趋势分析了中国海洋强国建设的发展情况;最后,从海洋法律法规、海洋产业、海洋教育及港航业发展四个方面探讨了中国海洋强国建设开展中应重点考虑的问题。Since the State Council of the People's Republic of China proposed the strategic objective of progressively constructing China into a marine power,China's maritime construction has achieved remarkable results.Basing on the system theory,this paper analyzes the scope,the relation between the system elements and the relationship between the system and the external environment.Secondly,the entropy index system and mathematical model of the construction system of China's marine power was established according to the entropy analysis.The development situation of the construction of China s maritime power is analyzed according to the fluctuation of the system entropy.Finally,this paper discusses the key issues to be considered in the construction of China's maritime power from four aspects:the laws and regulations of the sea,the marine industry,marine education and the development of the shipping industry.
