赣州福寿沟对雄安新区建设规划的启示

摘　　要：雄安新区的设立是千年大计、国家大事,是对当前国际国内形势的战略选择,其建设规划将体现新区功能和作用。福寿沟地下排水系统历经千年仍在发挥作用,是世界上早期最杰出的排水系统之一。福寿沟利用自然,遵循地势,巧妙设计蓄水、排水结构,对雄安新区建设规划具有极强的指导意义。从雄安新区建设规划需求入手,分析规划原则和哲学思想,再引入福寿沟的建设理念和分布特征,结合雄安新区建设规划的指导原则,总结福寿沟对雄安新区建设的借鉴意义,并从认知自然、回归自然、融入自然的角度,提出3点建议,即"天人合一",因地制宜;"以人为本",统筹建设;"高点定位",城镇转型。Xiong’an New Area construction,the Millennium Plan,the National Event,is the current strategic choice according to the international and domestic situation,which construction plan will reflect its function and role.Fushougou underground drainage system after thousands of years is still playing a role,which is one of the greatest drainage systems in the world.It uses nature,follows the terrain,designs water storage and drainage structure,which has a strong guiding significance to Xiong’an New Area.Starting from Xiong’an construction plan needs to study and design principles and philosophy,and then to introduce Fushougou construction concept and distribution characteristics,to consider the guiding principles of Xiong’an construction plan,to summary Fushougou to Xiong’an construction significance.At last,this paper puts forward three items of suggestion,namely,“Harmonious Development between Nature and Mankind according to local situation”,"Comprehensive Plan by People First",“Urban Transformation from Strategically Advantageous Position”.
