摘 要:基于PPP背景探讨了交通设施项目的运作结构和影子收费模式,即政府方和社会资本方按照合同约定投资比例出资形成资本金,按照合同中约定的职能责任组成项目公司,政府方依据项目的交通量和绩效相结合的组合形式向项目公司付费,交通量指标和绩效指标分别占一定比例,对项目公司进行适当、有效的激励,确保项目实施的效率和质量。然后对曾家岩大桥进行分析,提出该项目政府付费结构的不足之处,并提出相应的建议。Based on the background of PPP,this paper explores the operation structure and shadow tolling mode of transportation facilities project,that is,the government and social capital form capital funds according to the investment proportion agreed in the contract,and the project company is formed according to the functional responsibility stipulated in the contract.The government pays the project company according to the combination of project traffic and performance.traffic indicators and performance indicators account for a certain percentage.Appropriate and effective incentives are given to the project company to ensure project implementation efficiency and quality.Then Zengjiayan Bridge is analyzed,and the shortcomings of the government pay structure of the project is pointed out and corresponding suggestions are put forward.
