摘　　要：秸秆禁焚是生态环境治理中的一项重要工程。一系列秸秆禁焚政策文件中乡镇政府都会成为最终落实政策的主体。在压力型体制下将其与绩效考核关联迫使乡镇政府不得不认真执行，但他们所能调动的资源非常有限，政策手段单一，罚款可能成为唯一有约束力的方式。农民的认知偏差及行为习惯可能导致政策执行中的官民冲突，而村委会干部在该政策情境中处于两难境地。The burning of straw is an important project in ecological environment management.A series of policy documents on the ban on the burning of straw will become the main body of the policy.Under the pressure type system will be linked to performance appraisal forced the township government to seriously implement,but they can mobilize resources are very limited,policy measures,binding fines may be the only way.The cognitive deviation and behavioral habits of peasants may lead to the conflict of officials and people in the implementation of policies,and the village committee cadres are in a dilemma in this policy situation.
