跨界危机治理中的府际合作研究

摘　　要：在各种因素叠加作用下,跨界成为公共危机常态,这给传统公共危机治理模式带来挑战,需要对其进行跨界治理,而府际合作已成为跨界危机治理的核心议题。然而,当前跨界危机治理中的府际合作面临多重掣肘:"经济人"理性诱发的政府本位主义导致府际合作受阻;传统科层制强调的专业化分工导致政府部门间合作困难;行政区行政产生的区域分割导致横向地方政府间合作梗阻;行政性分权引发的中央—地方分权模式导致纵向政府间合作不畅。通过理念、体制、机制、法制等层面的革新,可以构建垂直、水平、部门三重互动的府际合作网络,有效化解当前跨界危机治理中的府际合作困境。Trans-boundary public crisis has been a normal due to superposition of various factors,and constitutes a great challenge to the traditional pattern of public crisis governance.Trans-boundary public crisis needs trans-boundary governance,among which intergovernmental cooperation has been a core issue on the agenda,but still confronted with multiply constraints as follows.Government departmentalism induced by the rationality of“economic man”leads to retardation of intergovernmental cooperation;specialization division emphasized by traditional administrative level system leads to difficulty in the cooperation among intergovernmental departments;regional segmentation as a result of district administration leads to horizontal obstruction among the local governments;decentralized pattern of central-local government by administrative decentralization leads to vertical barricade of cooperation among governments at different levels.In order to effectively mitigate the plight of intergovernmental cooperation in the trans-boundary public crisis governance,we can construct a three dimensional(horizontal,vertical and departmental)intergovernmental cooperation network through such transformations in idea innovation,system of organization,mechanism and legal system.
