基　　金：国家自然科学基金面上项目(71774147)--基于复杂系统理论的老年健康服务多主体协同管理模式研究

摘　　要：联合国及世界卫生组织从20世纪70年代开始就对全球性的人口老龄化及老年人口赡养问题给予重视,并提出实现"健康老龄化"的目标。本文选择美国、英国、日本与中国香港地区作为案例,介绍其老年健康服务模式,并分析值得借鉴的成果经验。为应对中国内地逐渐加剧的老龄化趋势和完善老年健康服务模式,建议:在"健康中国2030"的背景下,统筹多部门联合行动,补齐短板共同发展,关注需求多措并举,更加关注多因多果的慢性病预防与控制等,以老年人健康需求为核心来构建医养结合的老年照护服务体系。Since the 1970s,the UN and WHO have attached importance to the aging population and the maintenance of the elderly all over the world and put forward the goal of“healthy aging”.This paper chooses the US,the UK,Japan and Hong Kong of China as cases to introduce their policies to cope with the trend of aging on this issue and achievements that they have made.In response to the gradually deepening of the aging trend in China's Mainland,it has proposed to coordinate the multisectoral joint actions to ensure the common development of shortcomings in order to develop the elderly health care system.Due to multiple causes and effects of the chronic disease and its prevention and control,the health care system for elderly care is constructed based on the health needs of the elderly combining medical treatment and endowment as the core in the context of“Healthy China 2030”.
