以分类管理为契机促进民办高等教育又好又快发展

摘　　要：新修订的《中华人民共和国民办教育促进法》核心内容是对民办学校实行营利性和非营利性分类管理。民办高等教育已取得显著成效,但也存在一些问题,分类管理作为一种重大改革举措,对促进民办高等教育的进一步发展具有重要意义,有利于营造公平有序的发展环境、加快建设现代大学制度、充分吸纳社会资源、保障不同利益相关者的合法权益。应把分类管理与加强质量建设、增强人才有效供给、扩大办学自主权、切实维护民办高校举办者和教师合法权益、加大差异化的扶持力度结合起来。The coral content of the newly revised the education promotion law of the PeopleJ s Republic of China is to execute administration on classification basis to private schools for-profit and non-profit respectively.Private higher education has achieved remarkable results,but there are still some problems.The administration on classification basis as a major reform initiatives has important significance for promoting the further development of private higher education,creating the development of a fair and orderly environment,accelerating the construction of modem university system,fully absorbing social resources and protecting the legitimate rights and interests of different stakeholders.Together with it,other measures such as enhancing the teaching quality construction and the effective supply of talent,expanding school autonomy,earnestly safeguarding the legitimate rights and interests of private universities,sponsors and teachers and intensifying efforts to support the combination of differentiation should be combined.
