摘　　要：中哈霍尔果斯国际边境合作中心是中国首个跨境人民币创新业务试点区。本文总结了合作中心离岸人民币业务政策产生和演进的过程,对离岸人民币创新业务的运作框架进行梳理,在此基础上,分别从企业经营需求和试点银行业务发展的视角,分析合作中心离岸人民币业务发展存在的问题,并提出了具有针对性的建议,认为可以通过加强部门间政策沟通协调、完善政策体系、精准宣传等方式,先行先试,推动转口贸易、免税商品销售和跨国公司结算中心发展,提升离岸人民币业务的规模和发展水平。This paper reviews the process of policy making and relevant changes in offshore RMB business at the China-Kazakhstani Khorgos International Centre for Border Cooperation and depicts the operating framework for this innovated business.The paper forwards policy proposals based on an analysis of existing problems with the development of the business from the perspectives of enterprise demand and the development of pilot banking services.
