金融精准扶贫模式分析——基于河北省保定市的案例

摘　　要：基于河北省保定市的案例,分析了金融精准扶贫的两种模式,即"股份合作制+"模式和"政银保"模式,其成功经验在于建立地方政府融资担保平台、采取股份合作制形式发展扶贫产业、政银保三方协作共同扶贫等。保定市在金融精准扶贫中还存在金融扶贫精准度不够、地方政府融资担保平台监督机制尚未建立、银保之间通道不畅、农村金融基础设施薄弱、产业示范带动效应不显著等问题。因此,需要建立贫困人口大数据信息和农户信用评级体系,加强地方政府各级融资担保平台的监督和激励约束机制,强化政银保三者之间的利益联结机制,大力发展数字普惠金融,继续完善股份合作制,以有效提升金融扶贫的精准性和可持续性。The paper based its research on Baoding C ity’s cases and analyzed two patterns of targeted financial poverty alleviation,i.e.Joint Stock Cooperative System+pattern and Local Governm ent+Banks+Insurance Com panies pattern.The success of these cases lies in the establishm ent of local governm ent financing guarantee platform,adoption of joint stock cooperative system in developing poverty alleviation industry and united efforts in poverty alleviation among local governm ent,banks and insurance companies.Baoding City still has som e problem s in its targeted financial poverty alleviation efforts,such as inadequate precision,unestablished regulatory m echanism of local governm ent financing guarantee platform,blocked banks and insurance com pany exchange,poor rural financial infrastructure and insufficient pilot modeling effect of industry.Therefore,w e should set up big data inform ation and credit rating system for poor villagers,im prove supervision,incentive and constraint m echanism of local governm ent financing and guarantee,strengthen the interests binding among local government,banks and insurance com panies,further develop digital inclusive finance,and im prove Joint Stock Cooperative System.
