摘 要:城市防洪标准决定了城市建设工程的投资及效益,与当地人民生命财产安全密切相关。目前城市防洪标准优选方法理论较复杂,不便于在生产中加以应用。建立了基于集对原理的城市防洪标准方案优选方法——集对分析法。基于政治、社会、经济与环境因素选取防洪标准方案的优选指标体系并与最优评价标准方案构成集对,构造3元联系度以表征集对的内部层次关系,由最大联系数原则进行城市防洪标准优选。为验证该方法的可信度,将集对分析法评价结果与模糊决策分析法、层次分析法和投影绿踪法的结果进行对比,结果表明集对分析法用于防洪标准方案优选是可行的。Standard of urban flood control directly determines investment and benefits of urban construction project,and is closely related to the safety of people's lives and property.The usual methods of optimization standard schemes of urban flood control are complicated and difficult to be applied in production.In this paper a new approach of optimization standard schemes of urban flood control,Set Pair Analysis(SPA),was established.Criteria system for flood control standard schemes was selected on the basis of the factors such as politics,society,economy and environment,and put with optimal evaluation standard scheme to constitute set pairs.Three elements connection degree was structured to represent the internal hierarchical relationship of the set pair,and the optimization standard schemes of urban flood control was optimized in the principle of maximum connection numbers.For verifying the reliability of this method,the assessment results of set pair analysis were compared with the results of fuzzy decision analysis,hierarchy process analysis and projection pursuit method,which manifested the feasibility of application of set pair analysis to optimization of standard schemes of urban flood control.
