山西省贫困县农业资源利用效率及农业产业发展研究

摘　　要：农业的发展是打赢脱贫攻坚战,全面实现小康社会的关键所在,而农业资源利用效率的高低将直接影响精准扶贫的总体成效。文章以山西省国家级和省级贫困县为样本,采用DEA模型测算了其农业资源利用的综合效率、纯技术效率、规模效率及冗余值。结果表明,大多数贫困县农业生产规模都趋近于较为合理的状态,而制约贫困县农业发展的症结在于农业资源的利用效率偏低,特别是化肥和从业人员的冗余最为明显。究其原因,在于生产技术科技化水平低,劳动力技能弱。基于此,山西省应将农业科技化作为今后扶贫工作的重点,提高农业生产的机械化和科技化水平,培育新型职业农民。The development of agriculture is the key to the overall realization of a well-off society and the eradication of poverty.The efficiency of agricultural resources will directly affect the overall effect of anti-poverty.In this paper,by taking some national and provincial poverty-stricken counties in Shanxi province as the samples,DEA model was used to calculate the comprehensive technical efficiency,pure technical efficiency,scale efficiency and the degree of redundancy of agricultural resources of each county.The result shows that the agricultural production scale of most counties in Shanxi province has reached the reasonable state at present,but the crux of agricultural development is the low efficiency of agricultural resources,with chemical fertilizers and labor force in particular.The reason is that the technological level of agricultural production is low and that the labor skill is weak.Based on this,Shanxi province should focus on how to realize the development of agricultural science and technology in poor counties in the future,so as to advance the degree of mechanization and technicalization,and foster the new professional farmers.
