摘 要:科技创新在能源革命中起决定性作用。能源科技创新是"安全、高效、低碳"现代能源工业体系的核心,是引领能源产业发展的第一动力,是建设现代化能源经济体系的战略支撑。我国在低碳技术研发方面还面临诸多困难,如缺乏完整、有效的法律政策支持体系;低碳技术项目还没有形成稳定的政府投入机制。这就要求我们不断健全能源科技创新体系,加强低碳科技法律政策支撑,大力推进低碳科技创新,要以科技创新推动能源技术革命。要充分发挥科技创新在建设清洁低碳、安全高效现代能源体系中的引领和支撑作用。我们要奋起直追,弯道超车,实现能源科技整体水平由跟跑、并跑为主向并跑、领跑为主转变,早日建立能源科技强国。Scientific innovation plays a decisive role in energy revolution.Energy scientific innovation is the core of‘safe,efficient,low carbon*modern energy industry,which is first motive force to lead energy industry development and strategic support of constructing modern energy economic system.There are many difficulties in low carbon technology R&D,such as lacking of complete and effective legal policy support system.Promoting energy technology revolution with scientific innovation through strengthening low carbon science technology law and policy support and promoting low carbon scientific technology innovation.We should fulfill leading and supporting function in constructing clean low carbon and safe effective modern energy system with scientific technology innovation.We should spare no effort to catch up and overtake to realize overall level of energy scientific technology from following role to leading role in order to construct great power of energy science technology.
