农村林下经济发展路径分析——以福建省漳州市为例

摘　　要：发展林下经济是为了实现林地经济效益与林地生态保护的平衡,实现生态宜居的社会主义新农村,在新一轮林改中漳州农村林下经济的发展为沿海地区深化林权改革探出了新路子。漳州因地制宜地探索出了三种通过发展农村林下经济来保护林地生态的模式:政府主导-企业参与型、企业主导-农户参与型、农户主导-政府支持型。漳州模式的成功因素前期林改的红利奠定了基础、政府对林下经济与生态文明的重视以及龙头企业的带动。未来改进的方向是要实现林下经济产业结构的平衡,凸显林下经济的规模效益。The aim of developing under-forest economy is to balance the forest economic benefits and forest ecological protection and to build ecological livable new socialist countryside.Under-forest economy development in Zhangzhou found a new way in the new reform of forest rights.There are three models to develop under-forest economy and protection ecology:government-leading and enterprise-participation,enterprise-leading and farmer-participation,farmer-leading and government-support.The success of Zhangzhou’s model lie in 3 aspects:earlier reform benefits,government support and leading enterprises.The future reformation direction is to achieve under-forest industrial structure balance and scale effect.
