国家法团主义:民族地区行业协会与政府之间的互动模式分析——以广东L县交通运输协会为例

摘　　要：关于行业协会与国家决策结构之间的互动过程与模式选择问题,学界存在争论。广东L县交通运输协会,提供了透视该问题的一扇窗户。协会与其主管部门L县交通局之间,形成了一种准法团主义的互动结构。无论从创建过程、运作过程、人事决策过程还是功能定位来看,这一结构都具有高度的国家主导性,可将之定位为国家法团主义。L县交通运输协会的经验只具有类型学的意义,只能代表民族地区自上而下型行业协会与国家之间的互动结构特征。There is a debate in the mode selection about the interaction process between the trade associations and the governments decision-making structure.L County Transportation Association has provided a window to observe the issue.Quasi corporatism interactive structure has formed between the Transportation Association and the competent department of L County traffic bureau.Moreover,whether from the creation process,operation process,personnel decision-making process,or functional positioning,this structure has a high degree of government dominance,so it can be positioned as state corporatism.The experience of L County Transportation Association only has the meaning of typology,and it can only represent the interactive structure between the top-to-bottom trade association and the government.
