区域知识产权制度实施的评价指标体系及实证研究

摘　　要：区域知识产权制度越来越成为支撑产业创新的重要战略因素,由此更加凸显区域知识产权制度质量评估及有效监控的必要性与紧迫性。完善区域知识产权制度评估与监控的关键在于建构科学合理的评价指标体系。研究突出知识产权制度在强化创新驱动与提升产业竞争力中发挥规范性、激励性和服务性的导向作用,构建区域知识产权制度实施评价指标体系,囊括3项一级指标、6项二级指标和30项三级指标。同时以知识产权大省浙江省作为实证对象开展绩效评估,指出地方政府在构建知识产权制度与产业创新互动路径中,应着重加强服务机制引导,并提出相关对策建议,为完善区域知识产权制度评价进行探索。Regional intellectual property policy has increasingly become an essential strategic factor to support industrial innovation,which highlights the necessity and urgency to evaluate and efficiently monitor the policy.The key to improve the policy evaluation and monitoring lies in the construction of the scientific and reasonable evaluation index system.This research emphasizes the guiding role of standardization,motivation and service of intellectual property policy in the process of strengthening the innovation drive and promoting the industrial competition.The construction of the evaluation index system of regional intellectual property policy implementation contains 3 first-level,6 second-level,and 30 third-level indexes.Meanwhile,taking Zhejiang Province,a big province of intellectual property,as an empirical object,this paper conducts a performance evaluation and concludes that the local government should strengthen the guide of the service mechanism to build the interaction between intellectual property policy and industrial innovation.Finally,the paper puts forward some relevant advice to improve the evaluation system of regional intellectual policy.
