英国新一轮电力市场改革及其对中国的启示

摘　　要：电力是一种基础性产业,与其它产业的发展息息相关。自从上个世界80年代末至今,英国的电力市场改革经历了"打破垂直一体化,引入竞争机制""促进竞争,引入供需双边交易机制""以BETTA计划建立全国范围内竞争性电力市场""低碳背景下的电力市场改革"四个阶段,取得了有效成果。但是,也面临着供需矛盾尖锐,碳减排压力上升和居民用电价格成本上升等问题。在新一轮电力改革中,英国政府加强对电力市场监管,克服投资障碍,促进市场的竞争有序发展。Electricity is a basic industry and is closely related to the development of other industries.Since the end of the 1980s to the present,the electricity market reform in the UK has experienced four stages:"breaking vertical integration,introducing competition mechanisms","promoting competition and introducing bilateral trade mechanism of supply and demand","the establishment of a competitive electricity market nationwide with the BETTA plan,"and"the electricity market reform in the low-carbon environment".And effective results have been achieved.However,there are also problems such as the sharp contradiction between supply and demand,the pressure of carbon emission reduction,and the rising cost of residential electricity prices.In the new round of power reforms,the British government only supervises the electricity market,overcomes investment barriers,and promotes the orderly development of market competition.
