以发展新理念建设川东革命老区“美丽乡村”

摘　　要：由于历史、地理等各种因素的影响,革命老区特别是川东革命老区的现代化建设任务还十分艰巨.建设老区美丽乡村必须以发展新理念为指导,积极借鉴国外发达国家乡村现代化建设的国际经验,以市场为导向,完善农业发展政策、发展规划及市场配套制度,结合自身的农业资源和乡村历史传统,积极培植特色产业,实现脱贫致富,走符合自身发展的现代化之路.文化是乡村现代化的神和魂,革命老区的文化发展有着自身独特的发展优势,打造老区自身的文化发展优势,坚持政府主导,加大宣传力度;加快人才引进培养,完善经费投入体系.The progress of modernization is hard to achieve in the Old Revolutionary Areas,especially the one in Eastern Sichuan because of such elements as history and geography.The construction of"Beautiful Villages"must be guided by the new ideas about development,learns from the foreign developed countries,perfects the agricultural policies,plans and supporting systems by the orientation of markets,and fosters special insdutries to become rich with the combination of agriculture ressources and village traditions.Culture is the spirit of village modernization and the culture in revotionary area has its own advantages.To develop the advantages needs to be publicized under the direction of government and to import talents faster and to perfect the system of fund input.
