摘　　要：对《关于推进防灾减灾救灾体制机制改革的意见》及党的十九大报告相关精神予以解读,剖析我国现有制度之不足,探讨我国巨灾风险管理制度创新路径.Understanding"Suggestions to the Mechanism Reform of the System against Natural Calamities,Reducing and relieving Disasters"and the Report of 19th CPC National Congress,the paper analyzes the shortcoming of the systems in China and discusses the innovative path of management mechanism of catastrophe insurance in China.
