摘　　要：京津冀雾霾污染治理要转变传统的单中心治理模式,构建京津冀三方联动雾霾治理机制是必然选择,而保障京津冀三方联动雾霾治理机制高效运行的重要条件之一则是构建京津冀三方联动雾霾治理机制的评价指标体系。通过对京津冀三方联动雾霾治理机制内涵的分析和本质要素的提炼,以全面性、可行性、科学性和可量化性为构建原则,围绕联动治理组织、联动治理条件、联动治理过程和联动治理效益四大指标,基于模糊综合评价法设计京津冀三方联动雾霾治理机制的评价指标体系。Smog pollution governance in Beijing,Tianjin and Hebei should change the traditional mode of single center.The construction of Beijing-Tianjin-Hebei tripartite linkage mechanism is the inevitable choice of smog governance,and one of the important conditions for the effective operation of the Beijing-Tianjin-Hebei tripartite linkage mechanism is the construction of evaluation index system of Beijing-Tianjin-Hebei tripartite smog governance mechanism.Through the analysis of the connotation and the refining of the key factors of Beijing-Tianjin-Hebei tripartite linkage smog governance mechanism,this study,with the principles of comprehensiveness,feasibility,scientificalness and quantifiable nature,pays close attention to four major indicators,namely,the linkage governance organization,the linkage governance conditions,the linkage governance process and the linkage governance benefit,and designs evaluation index system of Beijing-Tianjin-Hebei tripartite smog governance mechanism based on the fuzzy comprehensive evaluation method.
