健康战略下发达国家发展养老健康产业借鉴研究——以美国、德国、日本为例

摘　　要：在"健康中国"已成为国家战略和我国人口老龄化形势日趋严峻的背景下,进行养老供给侧结构性改革,积极发展养老健康产业,既有利于推进"健康中国"战略,有效化解人口老龄化问题,又有利于促进我国经济结构转型升级。然而,我国养老健康产业刚刚起步,为了发挥后发优势,有必要借鉴发达国家养老健康产业的成功经验。美国、德国、日本等发达国家,完善法律法规支撑养老健康产业、发展多元化的养老健康产业、建设专业化的健康养老护理队伍、开拓智能养老健康产业、以金融和商业保险助推养老健康产业等成功经验,都值得我国借鉴。发达国家发展养老健康产业的成功经验还需要结合我国国情加以改造和创新。Under the background that"healthy China"has become the national strategy and the situation that population aging is becoming more and more serious in China,to carry out the structural reform of the supply side of the elderly,and actively develop the health industry for the aged is not only conducive to promoting the"healthy China"strategy and effectively solving the problem of population aging,but also conducive to promoting the transformation and upgrading of China's economic structure.However,the pension health industry in China has just started.In order to give full play to the advantage of backwardness,it is necessary to draw lessons from the successful experience of pension health industry in developed countries.Such successful experiences as perfecting laws and regulations to support the health industry for the elderly,building a professional health care team for the elderly,developing intelligent health care industry for the elderly,and boosting health care industry for the elderly by financial and commercial insurance in the United States,Germany,Japan and other developed countries are worth learning from.However,the successful experiences of developing the pension health industry in developed countries also need to be combined with China's national conditions to transform and innovate.
