摘  要:全球科技革命与产业变革的到来促使稀土资源成为各国重大战略布局。主要国家对稀土资源的战略调整成为全球关注重点。通过对WTO稀土贸易争端下中国与美国、日本及欧盟等主要西方国家和地区的稀土战略调整过程的案例研究,构建了中西方稀土战略演化路径模型。美国、日本及欧盟等主要国家的经验可为我国进一步制定稀土战略提供参考借鉴。未来应在推进稀土行业重组的基础上,重点加强产业下游高附加值应用领域的技术创新,健全稀土价格形成机制并积极参与国际贸易规则制定。The advent of global technological revolution and industrial transformation has led to the emergence of high-tech rare earths resources as a major strategic layout.The strategic adjustment of rare earths in major countries has become a global focus.Based on the case study of rare earths strategy adjustment process between China and the United States,Japan and the major western countries before and after WTO,this paper constructs the evolution path model of rare earths strategy in China and the West.The experience of major countries such as the United States,Japan and the European Union can provide reference for further development of rare earths strategy in China.Based on the promotion of rare earths industry restructuring,China should focus on strengthening the technological innovation of high value-added applications in downstream industries;improve the formation of rare earths prices;and actively participating in the development of international trade rules.
