我国生态文明体制改革的任务、机理和动力

摘　　要：体制在实质上指的是制度体系。我国生态文明建设遇到体制性障碍,因而必须改革。生态文明体制改革的基本任务是形成一套与生态文明建设相适应的制度体系——体系化的制度,制度化的体系。生态文明体制改革要以正确理念为指导,要坚持正确的政治方向,要统筹推进"五位一体"总体布局,要以转变政府职能为突破口。生态文明体制改革的动力一是由中国共产党人的崇高使命感和强烈责任感自觉生成,二是由人民群众对美丽中国热切期盼的压力所达成,三是由以习近平为核心的党中央对生态文明体制改革强力推动的压力所促成,三力必须整合,三力必须合一。Institution,in essence,refers to the framework of system.The construction of ecological civilization institutional barriers,so it needs to be reformed.The basic task of the reform is to establish an institutional system fitting for the construction of ecological civilization.The reform should be guided by correct notions and adhere to correct political orientation.We need to ensure the coordinated implementation of the five-sphere integrated plan.The reform should be started with transforming the functions of the government.The driving forces of the reform consist in the Chinese Communists^awareness of their lofty mission and strong sense of responsibility,in the peopled ardent hope for a beautiful country,and in the forceful promotion of the reform by the CPC Central Committee with Xi Jinping as its core.The three forces should be combined and integrated.
