摘 要:2016年我国正式实施"大数据战略",2017年5月4日,国务院《政务信息系统整合共享实施方案》出台。在这一背景下,加快做好全国海关大数据应用工作,提升数据科学处置能力已是当务之急。2017年全国海关关长会议明确提出:"开展新一代智能信息系统建设",并于2017年6月14日正式启动智慧海关建设工作。笔者从爱因斯坦解决重大问题的方法论出发,参照"阿尔法狗"设计理念,对当前海关信息化建设存在的问题进行了剖析,对应用好以数据智慧处置为核心的大数据技术,建立智慧海关指数,有效推进智慧海关建设进行了论证研究。In 2016,China officially launched the Strategy of Big Data,and on May 4,2017,the State Council promulgated the Implementing Program for the Integration and Sharing of the Administrative Information Systems.In this context,it has become an imperative and urgent task to accelerate the application of big data of national customs,and to improve the data processing ability.The National Conference of Directors General of China Customs in 2017 put forward the initiative of“developing the new generation of smart information system”.On June 14 th,2017,the initiative of smart customs development was officially launched.Departing from the methodology adopted by Einstein to address major problems and referring to the design concept of AlphaGo,the paper looks into existing problems of current customs IT development and argumentatively investigate the application of big data technology based on the smart processing of data,the establishment of smart customs index and effective promotion of smart customs development.
