摘 要:与西方治理语境和模式不同,一种以"专项治理"为代表的运动式治理模式,反映在中国国家治理"五位一体"总体格局的方方面面,其中基于生态保护类运动式治理就是典型。论文选取2003—2015年"全国整治违法排污企业保障群众健康环保专项行动"(简称"全国环保专项行动")作为运动式治理研究对象,指出其类型界定来自于战略动力、职能运行和工具使用,而后从"全国环保专项行动连续时间段判别、全国环保专项行动与全国环境保护大会异同比较、全国环保专项行动的运动式治理特征辨析、2012年全国环保专项行动方案展示、2014年G省环保专项行动个案呈现"五个方面进行过程分析。最后指出,运动式环保专项行动作为一种政策工具使用,其高强度、间歇性、反复性镶嵌于特定的政策结构;治理逻辑遵循"决策经验主义",内在蕴含渐进理性原则和有限理性策略;治理路径暂未上升到国家治理中心位置,主要来源于治理内核战略的排序位次差异;其结果不确定最终要认识中央和地方政府的集权与分权困境。It is different from the western governance context and model, a kind of campaign-style governance model represented by "special governance" that is reflected in all aspects of the overall Chinese national governance. This paper chooses the National Special Action on the protection of illegal sewage enterprises to protect people' s health and environment(referred as "the National Environmental Protection Special Action") from 2003 to 2015 as the research object. It is pointed out that the definition of its type comes from the strategic motivation, function operation and the use of tools, and then from "distinguishing the continuous period of the national environmental protection special action ", "comparing the similarities and differences between national environmental protection special action and national environmental protection Congress", "analyzing the characteristics of campaign-style governance of national environmental protection special action", "the national environmental protection special action plan shows in 2012", "G province environmental protection special action case presents in 2014", which tell us campaign-style governance as a kind of policy tool, has high intensity, intermittent and repetition embedded in the specific policy structure, follows "decision empiricism" and contains the principle of gradual rationality and the strategy of limited rationality.The governance path has not been raised to the central position of national governance, which is mainly due to the difference of ranking and order of governance kernel strategy, and the uncertainty of the result should finally recognize the dilemma of centralization and decentralization of central and local governments.
