宅基地换房:本地农民工居住问题的解困思路

摘　　要：受城市"拉力"和农村"推力"的影响,以及城乡二元户籍制度的限制,农民工一直徘徊于城乡之间,而务工期间大量闲置的宅基地和城市扩张面临建设用地紧张间的矛盾则愈演愈烈。在此基础上,旨在解决城乡用地矛盾的"宅基地换房"应运而生,同时也为解决本地农民工的居住问题提供了思路。文章以"宅基地换房"的背景为切入点,分析了该政策对解决土地和农民工问题的作用,并就其在运行过程中会出现的地缘、操作、区域、后续等问题进行剖析,最后为该政策如何更好地克服实行中的困难而给出相应的优化建议。Being influenced by the野pulling force冶in the city and the野pushing force冶in the rural area,as well as the restriction of the urban and rural household registration system,the migrant workers are always wandering between the town and countryside.And the contradiction between the large amount of idle residential land and the short supply of city爷s constructive land is becoming increasingly fierce because of city爷s expanding.Aimed at solving the contradiction,the paper presents the strategy of野exchanging rural residential land with well-planned urban house冶,which will also provide a solution to housing problems of native migrant workers.Beginning with the background of野exchanging rural residential land with well-planned urban house冶,the paper analyzes the ef鄄fects of dealing with the land and migrant workers爷problem,then points out the troubles during the running pro鄄cess,including regional emotion,operating process,area limits and lasting problems.Finally,the optimized sug鄄gestions are put forward to overcome the difficulties during the practice.
