摘　　要：美国通过建立制度化的国防采办测试和评估体系在军事技术与军队战斗力之间搭建一条坚实稳固的桥梁,保证了其军队长期处于技术领先地位。通过文献分析,梳理美国国防采办测试和评估体系发展脉络;探寻了美国测试和评估的基本类型、组织结构和实施步骤;总结提炼了其主要特点,并为我国军事技术测试和评估体系的构建和完善提供了一定有益的借鉴。The United States has built a solid bridge between military technology and army’s combat effectiveness by establishing an institutionalized defense acquisition test and evaluation system,which ensures the leading position in technology of its army for a long time.By analyzing plenty of related journals,this article reviews the historical context of test and evaluation system for American defense acquisition,and summarizes its basic types,organization structure,implementation steps and main characteristics.This article also provides some useful reference for the construction of China’s military technology test and evaluation system.
