摘　　要：综述了国内外在网络社会治理上的现状及发展,从网络舆情的错误引导等突出问题进行分析,在原有的以政府主导的网络社会治理基础之上,从构建中国特色的网络社会价值观,建立全民共同参与的协同治理机制,维护网民合法权益这三个方面,提出了一个综合的网络社会治理体系。通过处理好体系中各主体之间的关系来创造一个干净、和谐、可持续发展的网络社会环境,从而间接地推动真实社会的健康发展,符合新形态下国家发展的总体要求。The current situation and development of online social governance at home and abroad are summarized,and the prominent issues,such as wrong guidance of network public opinion,and so on are analyzed.Based on the original government-led online social governance,from the three aspects of constructing the network social values with Chinese characteristics,establishing a collaborative governance mechanism involving the participation of the whole people,and safeguarding the legitimate rights and interests of Internet users,an integrated network social governance system is proposed.By properly handling the relationships among the various subjects in the system,a clean and harmonious online social environment can be created which can indirectly promote the healthy development of the real society and meet the general requirements of national development under the new situation.
