中东剧变以来西方“民主促进”政策及影响与反思

摘　　要：中东变局之前,西方"民众促进"政策已经完成了框架构建并加以推行。中东剧变之后,美国和欧盟在经历初期的惊愕后,迅速进行政策调整,加速"民主促进"政策的推行步伐,期许彻底变革中东国家的威权政治结构。然而,西方"民主促进"在推动中东"民主转型"的同时造成了地区持续动荡。对于历史传统、文化形态、社会结构独特的中东地区而言,美欧政治模式的"移植失败"是必定之事,但面对内乱丛生的衰败中的中东国家而言,需要吸取外扰性政治转型困境的惨痛教训。中东国家只有探寻内生性政治变革旨归才能走上政治可持续发展的康庄大道。Western“Democracy promotion”policy has been completed and implemented before the Middle East upheaval.The United States and the European Union quickly adjusted policy and accelerated the pace of implementation of the policy of“democracy promotion”with the initial experience of consternation and expected to change radically the authoritarian political structure of countries in the Middle East.Western“Democracy promo?tion”caused the regional turmoil whilst promoted the political transition after Arab Upheaval in the Middle East.However,the western“Democracy promotion”promoted the Middle East“democracy transformation”at the same time,resulting in continued unrest.Western political model of“transplant failure”is inevitable,but in the face of the decline in the Middle East countries with civil unrest,need to learn from the external disturbance of political transition dilemma and painful lessons,because there are uniquely historical tradition,culture and social structure in Middle East.The Middle East countries only to be endogenous political change can take the political sustainable development.
