摘　　要：[目的/意义]互联网与信息技术为公众参与赋权,激发了参与热情,也引起了学界广泛关注。随着网络参与研究文献的增多,有关规范化、本土化等方面的呼吁也在增加。因此,需要对现有研究进行一次全面评估与反思,推动网络参与研究未来的发展。[方法/过程]采用系统性综述法,首次对国内2000-2017年间公开发表的795篇文献中的行动者、参与行为、影响因素、参与影响以及评估参与和研究方法等内容进行编码分析。[结果/结论]研究发现,国内研究虽然发展迅速,但存在实证方法运用不足,研究内容重复化、浅层化,理论建设滞后等问题。建议未来研究需要拓展研究视野,均衡主题发展,整合研究内容,建构理论框架,结合实际国情,讲好中国故事。[Purpose/Significance]ICT for the public participation in empowerment not only inspired the enthusiasm of public participation,but also aroused widespread concern in academia.With the increase of the relevant literature on e-participation research,the appeals of the standardization,localization and other aspects are also growing,and a comprehensive assessment of existing research is needed to solve the above problems and thus promote the future development of e-participation research.[Method/Process]Using the systematic analysis method,the research analyzed the actors,e-participant activities,factors,e-participation effects,evaluation and research methods in the 795 articles published in 2000-2017.[Result/Conclusion]The results show that the development of domestic research is fast,but there are some problems,such as the use of empirical methods is insufficient,resulting in the neglect of the causal effect,the research content is less innovative,and the theoretic construction is lagging behind.It is suggested that future research should pay attention to the development of balanced themes,expanding the research horizon,integrating the research contents,constructing the theoretical framework,combining the actual situation and telling Chinese stories in a better way.
