摘　　要：[目的/意义]开展专家技术创新能力评价对专家推荐、技术人才选择等具有重要意义。当前基于专利数量、IPC分类号及专利引证的数量统计分析,并不能全面反映专家技术创新能力的本质。[方法/过程]分别构建了基于IPC分类号的技术多样性指数和基于前向引证专利IPC分类号的技术扩散宽度指数模型,深入挖掘技术创新规模和技术创新质量的本质,并从这两个维度对专家技术创新能力进行评价。[结果/结论]论文以石墨烯技术为实证案例,选取了专利申请量排名前30位的专家进行了分析,构建的评价指数模型可以有效地识别技术领域专家的技术多样性和技术扩散宽度情况,并结合天际线理论客观地呈现专家多维度技术创新能力,为技术创新能力评价提供一个崭新视角。[Purpose/Significance]It is very important for the works of expert recommendation and technical talent selection to carry out evaluation of experts'technology innovation capabilities.Quantitatively statistical analysis on the patent quantity,IPC and patent citation can not fully reflect the essence of experts'technology innovation capabilities.[Method/Process]The paper constructs two important indexes,namely technological diversity index based on IPC and technological diffusion index based on IPC of citing patents,and proposes an evaluation of experts'technology innovation capabilities based on scale of technological innovation and quality of technical innovation dimension.[Result/Conclusion]Thirty experts on Graphene technology are chosen to conduct an empirical analysis according to amount of patent applications ranking the top 30.The evaluation index model constructed in this paper can effectively identify technical experts in the field of the diversity of technology and technology diffusion width.Combining the theory of Skyline,we objectively present representation of experts'multi-dimensional technology innovation capabilities,and provide a new perspective for the evaluation of technological innovation capability.
