摘 要:目的:对海南省2009-2014年卫生人力资源配置的公平性进行分析,为制定优化卫生资源配置的相关政策提供科学的依据。方法:运用洛伦兹曲线和基尼系数分析海南省2009-2014年卫生人力资源配置的公平性。结果:2009-2014年海南省执业(助理)医师和注册护士按人口配置的基尼系数分别介于0.234-0.262和0.220-0.267之间;执业(助理)医师和注册护士按地理配置的基尼系数分别波动在0.506-0.560和0.525-0.567之间。结论:海南省卫生人力资源按人口配置处于均衡状态,但按照地理分布配置存在显著不公平性。卫生资源的配置应建立科学合理的卫生人力资源配置标准,既要考虑人口因素,也要重视卫生资源地理分布的公平性。要重视卫生人力资源配置的地区间差异问题,以促进海南省的护理事业全面发展。Objective:To evaluate the current status and equity of health human resource allocation in Hainan Province from 2009 to 2014,and to provide an empirical basis for regional health planning.Methods:To analyze the equity of health human resource allocation in Hainan Province 2009-2014 using the Lorenz curve and the Gini coefficient.Results:During 2009 to 2014,the Gini coefficient of licensed(assistant)physicians and registered nurses based on the population allocation in Hainan Province were 0.234-0.262 and 0.220-0.267 respectively.The Gini coefficient of licensed(assistant)physicians and registered nurses based on the geographic configuration fluctuate were 0.506-0.560 and 0.525-0.567 respectively.Conclusion:The allocation of health human resources in Hainan was relatively fair.However,the equity of geographical distribution was unfair.The structure should be improved and the attention should be paid to the equity of geographical distribution and the regional differences in the allocation of health human resources to promote the comprehensive development of nursing care in Hainan Province.
