日本养老服务业的发展经验及对我国的启示

摘　　要：我国养老服务业发展仍处于起步阶段,供需失衡问题突出成为我国养老服务业的发展困境。在借鉴日本养老服务业发展经验并结合我国实际,从"提升老年人支付能力,创造有效需求"的视角,对我国养老服务业的可持续发展路径进行探索。我国应从制度保障、老年人就业政策、老年人资产增值等方面入手加快促进老年人收入的提升,同时,积极发挥社会组织、社区、企业、家庭的养老机能,构建"四元"主体的养老服务体系,突出"自助"和"互助"相结合的养老模式。The development of China's pension service industry is still in its infancy,and the imbalance between supply and demand is prominent.In this paper,based on the experience of the development of Japan's pension service industry and combined with the reality of our country,from the perspective of improving the ability of the elderly to pay,and to create effective demand,we explore the sustainable development path of China's pension service industry.This paper argues that China should start from the system security,employment policies for the elderly,the elderly asset appreciation,etc.,to accelerate the promotion of income of the elderly.At the same time,give full play to the social organizations,communities,enterprises and families of the pension function,the construction of four subject pension service system,highlighting the self-help and mutual aid pension model.
