地方高校科研经费管理存在的问题及对策

摘　　要：地方高校每年申请的课题越来越多,与此同时为课题提供资金保障的科研经费也越来越多。为了将科研经费真正的落实到项目中,需要对科研经费进行统筹规划、合理安排,确保每一笔科研经费的合理使用。但是在科研经费的实际管理工作中,由于受到各种干扰因素的影响,造成了科研经费的管理工作中存在不少的问题,如科研管理制度与地方政府部分财政管理制度存在冲突、科研经费预算编制工作缺乏协调性、经费支出管理不到位等。本文通过对这些问题进行分析研究,提出了具有针对性的改进措施,重点从健全科研经费的管理制度、加强科研经费预算的管理、加强科研课题结账管理等三方面提出优化建议,由此来确保高校科研经费的合理、合规的使用。With the increasing subjects in municipal universities each year,the corresponding scientific research fund also increased.In order to implement such fund in practice,there should be an overall and effective arrangement to guarantee its reasonable use.While there are still problems in the management for different reasons,such as the conflict between scientific research management system and the fiscal management of municipal government,lack of budget coordination,insufficient fund expenditure management,etc.This paper studies corresponding countermeasures towards the problems above to improve the management system of scientific research fund and the budgeting management by promoting the checkout management of the subject and to guarantee the reasonable use of scientific research fund accordingly.
