共建共治共享社会治理格局下城市基层党组织的职能定位与路径选择

摘　　要：党的十九大报告提出要打造共建共治共享的社会治理格局,基层党组织在这一格局中的职能定位应该体现在领导、协调、保障、激励这四个方面。要发挥好基层党组织推进社会治理的职能,必须从组织建设、工作方式、党务干部素质和能力等方面反思存在的问题,从而加快实现基层党建由单纯强调组织覆盖向各方面工作全覆盖转变,由执政党单方面治理向社会各个主体共同治理转变,由单一的应急治理向全面的科学治理转变。同时,进一步从思想、作风、能力、制度四个方面提升基层党务工作者水平,从健全体系、培养骨干、强化职能、加强监督四个方面加强基层党组织建设。The 19th CPC National Congress report makes decisions to establish a social governance model based on collaboration,participation and common interests.It needs to make a clear orientation for the functions of the grass-roots Party organizations for they are responsible for the functions of leaders,coordinators,supporters and motivators.In order to play a good role in promoting social governance for the grass-roots party organizations,we must reflect on the existing problems from three aspects:organization construction,work style and the Party staff.Hence we should speed up the construction transition of the grassroots Party organizations from simply focusing on coverage of organizations to full coverage of all aspects of work,from the ruling Party's unilateral governance to the shared governance by all social subjects,and from simple emergency governance to comprehensive scientific governance.Meanwhile,the grass-roots Party staff's working capability needs further improvement from the four aspects of ideology,style,ability and system.The construction of the grass-roots Party organizations should be strengthened from the five aspects of improving the system,training the talents,strengthening the functions,innovating the carrier and strengthening the supervision.
