新型城镇化建设中公共投资政策探析

摘　　要：我国蓬勃开展的新型城镇化进程蕴含着巨大的内需潜力,需要在基础设施和公共服务等方面进行大量投资,这其中政府主导的公共投资扮演着重要的角色,能够促使城镇化在承载相适应的资源环境下健康发展。科学合理的公共投资政策事关新型城镇化进程的可持续性及优劣成败,结合我国国情,可以通过完善新型城镇化进程中可持续的公共资本投入机制、优化公共资本投入结构、加大现代化交通网络投资、构建可持续的就业体系和产业体系、改造大中城市郊区及旧城区等公共投资政策设计,推进我国高效、包容、可持续的新型城镇化建设进程。New-type Urbanization contains huge potential domestic demand and requires substantial investment in infrastructure and public services.The government-led public investment can help urbanization develop healthy under the bearing capacity of resources and environment.Scientific and reasonable public investment policy plays an important role in the process of new urbanization.Under the current economic situation,we can promote the process the New-type Urbanization by improving sustainable public capital investment mechanism,optimizing the structure of public capital investment,increasing the modern transportation network investment,building a sustainable employment system and industrial system,transforming the old public investment design of large and medium-sized city’s suburbs and old town.All of these measures can promote the efficient,inclusive and sustainable process of New-type Urbanization.
