地方政府社会职能转变的逻辑与路径——基于协同治理理论的思考

摘　　要：地方政府作为国家治理的末梢,从某种意义上说,其治理的成败将直接关系到国家治理体系与治理能力的现代化。文章首先厘清了协同治理、地方政府与社会职能三个核心概念,并从政府力量的强度、政府职能的范围与经济发展的关系;地方政府社会职能的欠监督性与绩效考核困境;地方社会结构的分化与单一社会管理主体的失效三方面阐明了地方政府社会职能转变的逻辑起点与基础。本文立足于协同治理理论,构建了地方政府社会职能转变的机制,社会与政府协同治理,同时结合浙江省地方政府的实践设计了路径:一方面转变政府职能,为政府与社会的协同治理提供充分空间;另一方面培育社会协同体系,完善协同治理的参与机制。As the terminal of national governance,in a sense,the success or failure of local government’s governance will directly affect the modernization of national governance system and governance capabilities.The article first clarified the three core concepts of collaborative governance,local government and social functions.The logical starting point and basis for the transformation of local government social functions has been illustrated from three aspects of the relationship between the strength of government strength,the scope of government functions and the economic development,the dilemma of under supervision of local government social functions and the performance assessment and the differentiation of local social structure and the failure of a single social management subject.Based on the theory of collaborative governance,this paper constructs a mechanism for the transformation of the local government’s social functions and a collaborative governance between the society and the government.At the same time,it combines the practice of local governments in Zhejiang Province to design a path:on the one hand,transforming the government’s functions,and providing adequate space for cooperation of the government and society;On the other hand,it fosters a social coordination system and improves the participation mechanism of collaborative governance.
