摘　　要：外资利用对于区域经济发展影响的量化研究一直是区域经济学的热点问题之一。基于2000年-2015年辽宁省外资利用的截面数据,运用PCA方法量化评估其外资利用质量。从结构分析角度来看,辽宁省的外资利用不属于质量导向型模式,而主要是数量导向型模式;就外资利用质量整体水平而言,是较为低下的。因此,需要制定具有针对性的利用外资及产业政策,加强对外资流向的引导,不断优化区域经济的外资结构并转变经济发展方式,进一步突出外商直接投资在区域经济发展中的作用和贡献。The empirical study on the utilization of FDI in regional economic development is always one of the cutting-edge topics in regional economics.The quality of FDI utilization in Liaoning province has been assessed through PCA method based on its data evidence from 2000 to 2015.The result shows that FDI has the deepest influence on capital,employment and taxes.The second is the degree of openness and marketing process.It has some negative influence on environment,economic quality,industrial structure,and technology and management level.Further structural analysis proves that Liaoning FDI mode is more quantity-oriented rather than quality-oriented,with a relatively lower utilization quality.Since the overall level of the quality of foreign capital utilization is relatively low,so targeted industry policies need to be set so as to regulate FDI flow and continuously enhance the contributions and functions in the optimization of the economic structure and transformation of economic development in Liaoning province.
