摘  要:1引言CO2排放量的持续增加严重威胁着人类的生存环境。随着中国经济的发展,经济增长与资源能源的消耗、CO2排放等方面的矛盾日趋尖锐。2015年中国在巴黎气候变化大会上承诺2030年左右CO2排放达到峰值。从20 09年起中国超越美国成为全球纸和纸板产量最大的国家,2015年产量高达10 7.10×10 6 t,占全球纸和纸板总产量的2 6.3 0%[1]。纸和纸板高产量的背后带来的CO2排放量不容小觑,2015年中国造纸及纸制品业CO2排放量占整个工业CO2排放量的1.38%左右,仅低于六大高能耗行业的CO2排放量[2],2016年该行业被纳入碳排放权交易市场范围。毋庸置疑,加强高耗能行业的节能减排工作,是中国缓解经济增长与环境保护之间的矛盾和应对全球气候变化的有效途径。Energy conservation and emission reduction of China paper industry,a traditionally energy-consuming industr y with high carbon emissions,is of great importance to China's response to climate changes.In this paper,CO_2 emission of China paper industry was calculated based on IPCC carbon emissions coefficient method,and the decoupling relationship between CO_2 emissions and output value was also analyzed accordingly based on the decoupling theory.The results showed that although CO_2 emission was generally on the rise in 2000-2015 when the output value of China paper industry rose sharply from 159.04 billion to 1.40 trillion yuan,the relation between the rise of CO_2 emissions and output value growth was in a weak state of decoupling for most of the time and in a strong state shortly.Taking energy consumption as an intermediate variable,it can be found that the decoupling between CO_2 emissions and the industrial growth was mainly brought about by the decoupling between energy consumption and industrial growth.Accordingly,some relevant suggestions will be provided for energy conservation and emission reduction in China pulp and paper industry by this paper.
