摘 要:针对以货币理论为基础的传统经济学方法在水污染损失量化中的缺陷,将能值理论引入水污染损失量化研究,以关键污染物净化为基础,建立水量稀释模型,构建了以污染物稀释水量的水资源生态经济价值作为水污染损失的量化方法。以许昌市6个典型断面为例,计算2013年关键污染物COD和氨氮排放造成的水污染损失总量为85.8万元,远大于以水价代替水资源生态经济价值的计算结果,表明基于能值理论的水污染损失量化方法可以较为全面地反映水污染造成的经济、社会和生态环境损失,为水污染损失准确量化提供了新思路。Aiming at defects of traditional economics method of water pollution loss quantification,the energy theory of ecological economics was introduced into water pollution losses of quantitative research.Based on the key pollutants purification,water dilution model was established.The energy value of the diluted water of pollutants was quantified as the water pollution loss.Taking six typical sections in Xuchang as an example,the water pollution loss caused by COD and ammonia nitrogen was 858,000 Yuan,which was greater than that of the result of water price,showing the quantification method of water pollution loss based on energy theory could comprehensively reflect the economic,social and ecological environment losses caused by water pollution and provide new ideas for accurate quantification of losses.
