摘　　要：人的城市化是城市化发展的崭新阶段,相比过往物质和技术层面的城市化,人的城市化是城市化发展的理性回归和必然选择。国内有关人的城市化的指标体系构建及其测算方法的研究仍较为欠缺,不利于深入理解其内涵和有效提出政策建议。坚持效益优先原则,从社会效益、政治效益和精神文化效益三大维度构建指标体系,综合运用功效系数法和赋值法来测算人的城市化水平。People-centred urbanization is a brand-new phase in the development of urbanization.Compared with the material level and technical level,people-centred urbanization is the rational return of urbanization development and the inevitable choice.The current domestic research about the construction of evaluation index system and measure method of people-centred urbanization is relatively few,which is not conducive to be in-depth understanding of its connotation and make policy proposal effectively.Based on the principle of priority of efficiency,this paper constructs index system from three dimensions of social effect,political effect and spiritual culture effect to accurately and fully grasp new idea of people-oriented urbanization.As to the index calculation method,it aims to design a set of feasible evaluation methods by using the efficacy coefficient method and the assignment method to comprehensively assess the level of people-centred urbanization.
